In its 2 a.m. Wednesday EDT report, the National Hurricane Center noted that the storm had maximum sustained winds of 45 mph and was situated roughly 70 miles south of Charleston, S.C., and 75 miles east-southeast of Savannah, Ga.

The system was traveling five miles per hour east-south.

Before moving inland over South Carolina on Thursday, Debby’s center is predicted to keep gently eroding away from the coasts of Georgia and South Carolina throughout the night.

Tropical storm watches are in place from Beaufort Inlet, North Carolina, north of Surf City, and from the Savannah River north of Surf City, North Carolina.

Also, from Cape Fear, North Carolina, north of South Santee River, South Carolina, a storm surge watch has been issued.

Forecasters had earlier stated that Debby was predicted to bring about potentially “historic” rainfall totals of 10 to 20 inches, with a maximum of 20 inches, endangering “catastrophic flooding” in areas of eastern Georgia and the South Carolina coastal plain.
