In Scotland, the Scottish FA has already moved towards greater transparency through its monthly VAR Review programme, where key incidents are analysed and refereeing decisions are explained to supporters.

That makes the situation surrounding Celtic Park particularly interesting.
The idea of allowing referees to explain decisions during broadcasts is designed to reduce confusion and give viewers a better understanding of what happens on the pitch. Supporters have repeatedly demanded more transparency, especially when VAR interventions lead to lengthy delays, penalties, red cards or goals being ruled out.

However, it is important to distinguish between confirmed broadcasting rules and claims circulating online. There is currently no official Scottish FA announcement confirming that Celtic Park has been singled out as the only Scottish Premiership stadium where referees are prohibited from explaining decisions live.
What is confirmed is that Celtic Park operates strict ground regulations concerning unauthorised recording, transmission and broadcasting of material from inside the stadium.

Celtic’s 2026/27 ground regulations state that only appropriately authorised persons may record, transmit or communicate match-related audio, visual or audiovisual material.
That distinction could become extremely important if Scottish football introduces a broader live referee explanation system.
The Scottish FA has already demonstrated its willingness to release referee and VAR audio when there is a significant controversy.

Following Celtic’s dramatic title-deciding match against Hearts in May, the association published audio and audiovisual footage surrounding the ending of the game. The footage was released after controversy over whether the match had been ended prematurely.

The Scottish FA subsequently maintained that referee Don Robertson had acted correctly and explained that the available footage supported the official’s decision.
That episode showed exactly why access to referee communication can be so valuable.
Instead of supporters relying solely on television replays, social media arguments or post-match opinions, audio can provide direct evidence of what officials were told and why particular decisions were made.

The Scottish FA’s VAR Review has become another important part of that transparency drive. The programme features matchday audio between on-field referees and VAR officials and examines controversial decisions, including whether the original decision was correct and how the final outcome was reached.

Yet there remains a major difference between explaining decisions after matches and doing so during live broadcasts.
That difference is becoming increasingly important elsewhere in football.
The Premier League, for example, is introducing limited use of referee-player audio during live broadcasts in the 2026/27 season. Sky Sports and TNT Sports will be permitted to show selected clips from RefCam footage during live match coverage, although VAR-related conversations remain restricted by current international regulations.

The development demonstrates how quickly football broadcasting is moving towards greater access to officials’ communications.
For Scottish football, the question is whether similar measures could eventually be introduced across the Premiership.
If such a system were introduced and Celtic Park genuinely remained outside the arrangement, it would inevitably attract enormous attention.

Celtic matches are among the most heavily scrutinised fixtures in Scottish football, meaning any restriction on live explanations could become a major talking point whenever a controversial decision occurs.
Celtic supporters have already expressed concerns in previous discussions about VAR communication inside the stadium. Minutes from a Celtic fans’ forum recorded questions about why supporters inside Celtic Park could not see or hear explanations while VAR decisions were being reviewed. The club indicated that it was working with the relevant authorities on improvements.
For now, therefore, the headline should be treated cautiously.

There is clear evidence of a wider push towards refereeing transparency, and Celtic Park has specific rules governing broadcast and recording rights. But there is not yet an official Scottish FA confirmation that Celtic Park will definitely be the only Scottish stadium excluded from live referee explanations this season.
If that situation does become official, however, it would create another fascinating chapter in Scottish football’s ongoing VAR debate.

With controversial decisions continuing to dominate headlines, supporters want one thing above all else: clarity. Whether that clarity comes immediately during a live broadcast, through referee audio released afterwards, or through the Scottish FA’s VAR Review, the demand for greater transparency is unlikely to disappear.
And if every other stadium receives greater access to referee explanations while Celtic Park does not, the spotlight at Parkhead will become brighter than ever.

A major debate over refereeing transparency has emerged after reports that Celtic Park could become the only stadium where officials are unable to participate fully in live explanations of controversial decisions during the new season.
